**CHANGES TO RULE 23**
At the Board of Directors Meeting of June 28th, 2008, as directed by the membership, the Board passed a motion for a change of rule 23. For the 2008-2009 playing season, those teams playing in the U-17 and U-18 age groups shall be allowed to register no more than five (5) Out-of-District players. SECOND YELLOW: RUSSIA v NETHERLANDS

I am sure many of you saw over the weekend Slovakian referee Lubos Michel show a red card for a second offence to Russian defender Denis Kolodin in the quarter-final match with Netherlands only to withdraw it after speaking with his assistant referee. UEFA have stated that the referee had been convinced by his assistant that Kolodin's tackle did not warrant a caution.

On June 19, 2008 in Montreal, on the eve of the Senior Men's National Team World Cup Qualifier Match vs. St. Vincent and the Grenadines, the CSA officially launched “Wellness to World Cup”, a strategy for Long Term Player Development in Canada. This document outlines a number of key areas and will be the guiding force to implementing responsible change leading to a long term development strategy for players, coaches, administrators and volunteers within the game of soccer across Canada.

RULE 23: OUT OF DISTRICT CLARIFICATION

At the BCSA Annual General Meeting held June 7th, a motion was put forth requesting the limit of Out of District players be increased from 3 to 5  for U-17 and U-18 players . After much debate from the membership  the matter was referred to the BCSA Board of Directors for their next board meeting (June 28th). Until that time the limit for out of district players remains at three.

WAS VAN NISTELROOY OFFSIDE?
  
On behalf of the CSA Referee Program, we would like to share information that UEFA has emphasized that the goal scored by Netherlands striker Ruud van Nistelrooy in last week's UEFA EURO 200 match against Italy in Berne was valid, and that referee Peter Fröjdfeldt acted correctly in awarding the goal.
