General Regulations for BCSA Officials

Referees of all classifications must comply with the British Columbia Soccer Association regulations relating to referees and the code of ethics.

These regulations comply with the Canadian Soccer Association’s “Regulations for the Registration and Control of Referees”, which are upheld by the British Columbia Soccer Referee Development Committee and Referee Department Staff.
Dear BCSA Officials,

On behalf of the British Columbia Soccer Association, we would like to congratulate and thank you for your ongoing efforts to develop and expand your knowledge and skills in refereeing.

This document briefly outlines the British Columbia Soccer Association’s Referee Rules and Regulations as we integrate with the “new” Canadian Soccer Association’s “Regulations for the Registration and Control of Referees”.  It is our intention to be in full compliance with our national governing body. For a more detailed look at the BCSA Referee Rules and Regulations please see the complete version.

Ultimately our goal is to promote continued growth for all referees in every region of British Columbia.   In order to achieve this goal we must ensure all partners within our province are working in collective harmony.

Again, many thanks and we, as an association, look forward to continuing our working relationships and implementing a shared vision which supports the overall mission statement of the British Columbia Soccer Association:

“To embrace the global diversity of soccer and to promote, protect, and develop a lifelong passion for The Beautiful Game in all British Columbians.”

Sincerely,

Jose Branco
Referee Development Coordinator
British Columbia Soccer Association

All referees should share and work towards the BCSA's vision, values and competencies.

Our shared aim is to use the power of soccer to build a better future.

As referees:

  • Our values should be responsive to the needs of soccer.
  • We should be confident in our approach to show courage in our actions.
  • We should be open to new ideas and be receptive of other views.
  • Our work should be inclusive, encouraging everyone to enjoy and love our great game.
  • Everyone must be accountable to those they work with and to soccer and the community at large.
  • We should be challenging in our work.
  • We should be passionate for the game and pass on this passion, encouraging others to develop a life-long love of the game.
  • Our shared competencies are those of leadership, taking responsibility and showing direction.
  • Our shared competencies are those of leadership and using change to help us meet our vision
  • We should be able to communicate and influence those around us, taking ownership of the game.  We should also demonstrate achievement and our way and contribution to the game
  • We should be innovative in our approach to this important role.

BCSA Referee Rules and Regulations - Brief
In June 2007 the Canadian Soccer Association’s Board of Directors passed the new CSA Referee Regulations for the Registration and Control of Referees.  The trickle down effect of this approval means that each provincial association’s Referee Rules and Regulations must be amended to reflect and align themselves accordingly.  Therefore the BCSA Referee Development Committee is in the process of re-writing the BCSA Referee Rules and Regulations; once finalized they will be available in the Referees portion on the official BCSA website and send directly to all registered referees in British Columbia.
