  BCSA REFEREE DEVELOPMENT

The British Columbia Soccer Association’s Referee Program exists to support and foster the development and education of referees from the grassroots to elite levels of refereeing throughout British Columbia. This is achieved through the Referee Education and Assessment Programs respectively. 

The goal of the British Columbia Soccer Association is to provide referees across British Columbia with the tools necessary to help build the future of soccer in British Columbia and to help referees.

 If referees strive to be successful they will need more than law interpretation skill and experience; although these are both indispensable. Being a successful soccer referee is about personal desire towards continuing education and learning about the game and the Laws which govern it.  

The BCSA Referee Program needs to be a shared and cooperative program with a proactive vision for the betterment of the game. Ultimately, OUR success will be measured by the growth of the game, at all levels, in British Columbia.
 

 
 
The British Columbia Soccer Association, as a member of the Canadian Soccer Association, is pleased to announce the NEW Nation-wide Referee Development Program.  This program will be gradually introduced into all levels of refereeing across British Columbia and Canada.  It will be fully integrated as of April 1, 2008.

Intergration of the "OLD" classifications to the "NEW" classifications
 
Small Sided Referee = former Class 5 Referee
Youth and District Referee = former Class 4 and Class 3 Referee
Regional Referee = former Class 2 Referee
Provincial Referee = former Class 1 Referee
 
*All current BCSA Registered Referees will be reviewed and will recieve the appropriate classification as we intergrate with this "NEW" system.

The British Columbia Soccer Association's Referee Development Program is currently working to update the referee's portion of this website to have accurate and up-to-date information; this is a working process and we will update as items and timeframes are confirmed.  We thank you for your understanding in this time of change.
 
All referees will recieve a complete overview of the "NEW" program at the next Refresher they attend.  You will also receive electonic information from the website and our newsletters.

Referee for School Credit
 
Registered BCSA Referees can obtain school credit for officiating sanctioned matches under the below criteria.
 
Officials 11 Programs 
    - Successfully passed the BCSA Entry Level Referee Clinic 
    - Letter from the Local Soccer Association outlining involvement, including a minimum of practical officiating experience of no less than 50 hours.

Officials 12 Programs
 
    - Attend a BCSA Referee Refresher Clinic and re-registered with the BCSA for a second "season" of refereeing.
    - Letter from the Local Soccer Association outlining involvement, including a minimum of practical officiating experience of no less than 50 hours.
 
The referee must have a record that is signed by the appropriate Soccer Association.  These can then be passed on to the student's guidance counselor at their school.

IMPORTANT ANNOUNCEMENT Re: "NEW" BCSA Referee Development Program
 
In June 2007 the Canadian Soccer Association’s Board of Directors passed the new CSA Referee Regulations for the Registration and Control of Referees.  The trickle down effect of this approval means that each provincial association’s Referee Rules and Regulations must be amended to reflect and align themselves accordingly.  Therefore the BCSA Referee Development Committee is in the process of re-writing the BCSA Referee Rules and Regulations; once finalized they will be available in the Referees portion on the official BCSA website and send directly to all registered referees in British Columbia.
 
How does this affect you as a coastal referee right now?
  • All referees are going to be re-categorized.
  • You must, as always, attend a BCSA Referee Refresher clinic by November 1, 2007 (see BCSA website under Referee Clinics and Refreshers for complete listing of dates and locations). FITNESS TESTING WILL BE DONE AT REFRESHERS.
  • You do not need to re-register as a BCSA Referee until April 1, 2008.

Why aren’t you registering as a BCSA Referee now?

As part of the new regulations all referees across the country are to be registered for the exact same yearly cycle (April 1 to March 31st).

What does this mean for my current BCSA annual registration?

It is extended for 6 months, no charge.

The British Columbia Soccer Association’s Referee Development Program is in full support of the changes that are being made by the Canadian Soccer Association.  We feel that by supporting, abiding, and implementing the approved rules and regulations we will be contributing to developing a fully supported National Referee’s Development Program.

Recommended Youth Fees for Referees
 
These recommendations where determined from a recent survey of all the Regional Referee Coordinators and are the averages of Referee Fees from all regions of British Columbia.
 
Under 17 / 18
Referee -  $40.00
Assistant Referee - $20.00

Under 16
Referee - $35.00
Assistant Referee - $20.00

Under 15
Referee - $30.00
Assistant Referee - $15.00

Under 14
Referee - $25.00
Assistant Referee - $15.00

Under 13
Referee - $20.00

Under 11 & Under 12
Referee - $17.50

These rates outline the Referee Development Committee's Youth Referee Match Fees as agreed upon at the December 1, 2004 Referee Development Committee Meeting.
