Based on the type of youth league, there is a requirement to have the league rules approved by the BC Soccer board, however Youth Leagues are not direct members of BC Soccer. 

Youth Soccer Leagues are organized and facilitated via the youth membership and there are a few different types, being:  

In-club leagues
Normally this is for the very young player activity and are playing environments for players/teams all within the same club; these leagues are run/governed by the club in which it operates. 

In-district leagues
Normally this is for players as they get a bit older and are playing environments for players/teams to play with other teams/clubs from within the same Youth District; these leagues are run/governed by the Youth District in which it operates.

Inter-district leagues
Normally for older players such as Under 13 and up, and are playing environments for players/teams to play with other teams/clubs from other Youth Districts; these leagues are run/governed by the multiple Youth Districts who have teams/clubs from within their membership participating in the inter-district league.  The boards of these leagues are made up of volunteers and are normally comprised, at a minimum, of one representative per Youth District involved.

Example of these inter-district leagues are:

• BC Coastal Soccer League
• Thompson Okanagan Soccer League
• Vancouver Island Premier League

The BC Soccer Premier League
This is the anomaly as far as youth leagues in BC, as this is the only league that is not run/governed by the Youth Districts.  This league, the BCSPL, is able to operate because there is a rule within BC Soccer rules (Rule 22) that specifically allows it to operate.  

BC Soccer has direct involvement in oversight of the league as per the rule, however in addition, the league itself which is made of the member franchise clubs who participate in it, have direct involvement in it’s operation.
